Community Umbrella Agency (CUA) 1 and Community Umbrella Agency 7: Net operates two community umbrella agencies (CUAs) in north and eastern north Philadelphia neighborhoods (25th and 22nd police districts, CUA regions 1 and 7). These regions encompass some of the most challenging social issues in terms of high rates of poverty, domestic and community violence, and exposure of youth and families to trauma. CUAs serve as the cornerstone of the Department of Human Services' effort to transform child welfare. The primary role of the CUA is to provide case management to all families in the region that are known to the child welfare system. A strengthening families framework is used in all CUA operations. As such, CUAs are fully integrated into the community and work with community partners to strengthen families and communities in order to keep youth safely at home, reduce the use of out of home (congregate care) placements, and facilitate timely discharges (permanency) when placement is needed. As of June 30, 2019, CUA 1 was serving over 450 families and more than 850 children. CUA 7 was serving over 510 families and 1,175 children. The majority of families (52%) were able to care for their children at home while 48% were placement cases.
