A precedent setting legal settlement was reached that accelerated a 12 million dollar upgrade to the facility, allowing the riverkeeper to comment on a pending consent decree & changed MDE policy on public notice to require all municipal WWTP (230 statewide) to provide compliance information in the form of a fact sheet during future NPDES permit renewals - settlement included 20,000 contribution from Carroll County Maryland for GRK to use for protecting or improving water quality in the Gunpowder watershed - 30% of total projects
