The mission of CASES is to increase public safety through innovative services that reduce crime and incarceration, improve behavioral health, promote recovery and rehabilitation, and create opportunities for success in the community. A leading nonprofit provider of alternative-to-incarceration programs in New York City, CASES helps youth and adults who have become involved in the criminal justice system to address their support and treatment needs while remaining in the community and engaging in opportunities to improve their lives. CASES programs include case management, education, employment, housing, mental health, substance abuse, and youth development services, and serve some of the most at-risk members of society: youth disconnected from school and work, homeless adults with serious mental illness, and women with significant experiences of trauma. Alongside our alternative-to-incarceration programs, CASES operates three State-licensed mental health treatment programs, including the Nathaniel Clinic, an innovative outpatient treatment model that integrates mental health treatment with evidence-informed, justice-competent support services designed to help youth and adults address risk factors that can contribute to recidivism.

Behavioral health programs (BHP): CASES' BHP served nearly 400 participants in FY19 in nine programs including the Nathaniel Assertive Community Treatment (ACT) team, an alternative-to-incarceration program for adults with serious mental illness who would otherwise face jail or prison as the result of felony convictions; Manhattan ACT; Brooklyn ACT; and three forensic ACT teams. CASES' F/ACT teams are state-licensed programs that work with individuals with serious mental illness, providing intensive, mobile services to clients in their community settings including counseling, nursing, psychiatry, housing assistance, and as needed supported employment and court advocacy. Our Intensive Mobile Treatment (IMT) team also provides a full range of community-based treatment, psychosocial rehabilitation, and peer support services to adults with serious mental illness and a history of significant dysfunction in the community. A new CASES program, Health Home Plus Care Management, initiated care coordination and health promotion services primarily serving individuals with serious mental illness and criminal justice-involvement. In FY19, successful graduates were served in F/ACT and IMT treatment services for an average of 2.4 years and 88% were stepped-down to less intensive mental health services demonstrating positive gains in community living and mental health recovery. Program staff made more than 19,000 community visits with our clients and/or collateral contacts. Over the past three fiscal years, 94% of NACT graduates had no new felony conviction in the two years after exiting NACT, a significant reduction given that all NACT clients enter the program as an alternative to felony incarceration.
