FOR THE PAST 23 YEARS, DDC HAS PLAYED A CRUCIAL ROLE IN BRINGING TOGETHER BOTH THE PUBLIC AND PRIVATE SECTORS AS PARTNERS IN DOWNTOWN LOUISVILLE'S REDEVELOPMENT AND LONG TERM PLANNING, WITH DDC SERVING AS THE LEAD ENTITY IN THE DEVELOPMENT AND IMPLEMENTATION OF THE DOWNTOWN MASTER PLAN.

ECONOMIC DEVELOPMENT: IN SUPPORT OF THE DOWNTOWN MASTER PLAN, DDC'S CORE MISSION IS TO PROMOTE THE ECONOMIC DEVELOPMENT OF DOWNTOWN LOUISVILLE IN COLLABORATION WITH PRIVATE AND PUBLIC PARTNERS, THEREBY MAKING THE CENTRAL BUSINESS DISTRICT (CBD) A DYNAMIC ENVIRONMENT FOR BUSINESSES, VISITORS AND RESIDENTS. IN 2018, DDC'S ECONOMIC DEVELOPMENT ACTIVITIES INCLUDED:- THE BOURBON DISTRICT: CONTINUED SUPPORT AND PROGRAMMING OF THE DISTRICT, INCLUDING THE OPENING OF TWO NEW DOWNTOWN DISTILLERIES AND THE INSTALLATION OF THE "BARREL" AS THE CENTERPIECE ATTRACTION OF THE DISTRICT. THE DISTRICT WILL CONTINUE TO GROW IN 2019 IN PARTNERSHIP WITH LOUISVILLE METRO, LOUISVILLE TOURISM, GREATER LOUISVILLE INC. (GLI), THE KENTUCKY DISTILLER'S ASSOCIATION AND THE RESPONSIBLE HOSPITALITY INSTITUTE.- DIGITAL WAYFINDING KIOSKS: LOUISVILLE'S FIRST 15 DIGITAL KIOSKS WERE INSTALLED PRIMARILY ALONG THE SOUTH 4TH STREET RETAIL CORRIDOR, PROVIDING A VARIETY OF SERVICES TO PEDESTRIANS INCLUDING WAYFINDING SERVICES, INFORMATION ON DOWNTOWN ATTRACTIONS, FREE PUBLIC WI-FI HOT SPOTS AND SECURITY SERVICES. THE PILOT PROJECT WILL WRAP UP IN THE SPRING OF 2019 WITH THE INSTALLATION OF THE REMAINING TEN KIOSKS FOLLOWED BY AN ASSESSMENT FOR FUTURE EXPANSION OF THE NETWORK. - WASHINGTON STREET MASTER PLAN: IN PARTNERSHIP WITH NEIGHBORING BUSINESS OWNERS AND METRO LOUISVILLE, DDC FACILITATED THE DEVELOPMENT OF A MASTER PLAN TO ACTIVATE WASHINGTON STREET BEHIND THE HISTORIC WHISKEY ROW. THIS PLAN CALLS FOR STREETSCAPE IMPROVEMENTS TO MAKE THE STREET MORE ACCESSIBLE FOR SPECIAL EVENTS AND PEDESTRIANS WHILE PRESERVING THE DAILY UTILITY OF THE STREET IN SUPPORT OF WHISKEY ROW BUSINESSES.- SOUTH 4TH STREET STREETSCAPE IMPROVEMENTS: CONSTRUCTION BEGAN ON STREETSCAPE IMPROVEMENTS ALONG THE 600 BLOCK OF SOUTH 4TH STREET, INCLUDING ENHANCEMENTS TO PARKING, THE TREE CANOPY, LIGHTING AND THE OVERALL PEDESTRIAN EXPERIENCE. THE TARGET DATE FOR COMPLETION IS THE SPRING OF 2019.- HOMELESSNESS AND PANHANDLING ENGAGEMENT: THROUGHOUT 2018, DDC WORKED WITH NUMEROUS PUBLIC, NON-PROFIT AND PRIVATE PARTNERS TO DEVELOP STRATEGIES TO ADDRESS THE COMPLEX ISSUES SURROUNDING HOMELESSNESS AND PANHANDLING IN THE URBAN CORE. THIS INCLUDED PARTICIPATION IN METRO'S HOMELESS ENCAMPMENT TASK FORCE AND THE STREET CHANGE TASK FORCE. WHEN THE ONLY STORAGE FACILITY FOR PERSONAL ITEMS BELONGING TO THE HOMELESS CLOSED IN LATE 2018, DDC DONATED FOUR STORAGE CONTAINERS TO HELP CREATE A TEMPORARY STORAGE FACILITY FOR THOSE IN NEED. - RETAIL DEVELOPMENT: DDC FOCUSES ON ENCOURAGING THE STEADY GROWTH OF RETAIL BUSINESSES IN DOWNTOWN LOUISIVILLE. PROJECTS IN 2018 INCLUDED FOSTERING THE DEVELOPMENT OF THE SOUTH 4TH STREET DISTRICT ASSOCIATION, ASSISTANCE TO THE NULU BUSINESS ASSOCIATION FOR THE CREATION OF A SECOND DOWNTOWN BUSINESS IMPROVEMENT DISTRICT AND WORKING WITH THE INTERNATIONAL COUNCIL OF SHOPPING CENTERS (ICSC) TO IDENTIFY AND ATTRACT NEW RETAILERS TO DOWNTOWN LOUISVILLE.- PROFESSIONAL COLLABORATION: DDC WORKS CLOSELY WITH MANY PARTNERS TO SHARE BEST PRACTICES AND SEEK UNIQUE SOLUTIONS TO THE COMPLEX ISSUES ENCOUNTERED BY DOWNTOWNS ACROSS THE NATION. THIS INCLUDES FOSTERING DEEP RELATIONSHIPS WITH ORGANIZATIONS SUCH AS LOUISVILLE FORWARD, METRO LOUISVILLE'S OFFICE OF RESILENCE AND COMMUNITY SERVICES, GLI, LOUISVILLE TOURISM, LEADERSHIP LOUISVILLE, THE KENTUCKY DERBY FESTIVAL, THE INTERNATIONAL DOWNTOWN ASSOCATION (IDA), THE NATIONAL MAIN STREET ASSOCIATION, THE URBAN LAND INSTITITUE, ICSC, AND MANY OTHERS. MUCH 0F 2018 WAS SPENT ASSISTING THE HOST COMMITTEE IN PREPARATION FOR THE ANNUAL MEETING OF THE CONGRESS FOR THE NEW URBANISM (CNU) TO BE HELD IN LOUISVILLE IN THE SPRING OF 2019.- DEVELOPMENT FACILITATION & RECOGNITION: LOUISVILLE CONTINUES TO EXPERIENCE A BOOM IN DOWNTOWN DEVELOPMENT, WITH OVER $1.78 BILLION IN INVESTMENT ANNOUNCED OR UNDERWAY AT THE BEGINNING OF 2018. DDC IS THE PRIMARY SOURCE OF MARKET AND DEMOGRAPHIC RESEARCH DATA WHICH HELPS DEVELOPERS MAKE SOUND INVESTMENT DECISIONS IN THE CBD AND EDGE NEIGHBORHOODS. DDC ALSO ADMINISTERS AND MANAGES TWO LOAN FUNDS WHICH PROVIDE GAP FUNDING FOR DOWNTOWN COMMERCIAL AND HOUSING DEVELOPMENTS. - 2018 GRANTS/ALLOCATIONS TO OTHERS: $6,250 TO GLI IN SUPPORT OF THE COMMUNITY MARKETING INITIATIVE; $5,000 TO GLI FOR VISION 2020; AND $3,600 TO FIELDTRIP FOR THE THEATER SQUARE MURAL.
