To promote the general welfare of the residents of the village of Pandora and the surrounding area by giving special attention to public improvements for the convenience and comfort of the residents mentioned herein; to encourage and assist in the location of medical doctors and allied professional personnel who want to establish a medical or medically related practice in the village of Pandora and the surrounding area which will alleviate suffering and help meet the needs of said community. To help implement the purposes of paragraph one by purchasing land, constructing a medical arts building on said land and purchasing medical equipment for said medical arts building. To acquire by purchase or otherwise, and to own, hold, buy, sell, convey, lease, mortgage or encumber real property or personal property; to survey, subdivide, plot, improve and develop this land for the implementation of the above mentioned purposes.
