To increase access to justice in Rhode Island by providing free legal assistance to low-income individuals, families and communities.

During this fiscal year the Rhode Island Center for Justice continued to provide free legal assistance to low-income Rhode Islanders and expanded into additional areas of critical need including the representation of public-school students to support their educational and constitutional rights and the representation of incarcerated individuals to protect against violations of their civil rights. The Rhode Island Center for Justice also became an active participant in The Immigrant Coalition, a group of over thirty organizations assisting immigrants to understand their rights and get support for their children. In the six core areas of advocacy housing, employment, utilities, education, civil rights and support to immigrants, Center for Justice staff again directly assisted hundreds of households through a range of legal services including brief advice and counsel, pre-litigation advocacy, and representation in administrative and court proceedings. Through these programs the Center for Justice obtained significant relief for low-income Rhode Islanders including needed repairs of unsafe and unhealthy rental housing conditions, alternate housing for tenants affected by condemnation of property, extended stability of housing through rent abatements and extension of tenancy in the face of potential eviction, recovery of earned by unpaid wages, prevention of utility shut offs, and protection of student rights in the public school setting. Beyond individual representation, the Center for Justice secured increased discounts on utility rates for all low-income utility consumers in Rhode Island and has mounted challenges to the adequacy of public education and the constitutionality of solitary confinement for individuals with mental illness under the U.S. Constitution. In furtherance of our mission to train and support those who wish to pursue a career in public interest law we have continued to serve as a host site and training opportunity for interns, externs and Fellows, including undergraduates, graduate students, law students and law graduates. This work is undertaken in partnership with Roger Williams University School of Law and law students and graduates of the law school are an integral part of the Rhode Island Center for Justice.
