RULE OF LAW PROGRAM - THIS SUMMER MARKED THE 11TH ANNUAL WASHINGTON, D.C.-BASED USAI-SZYMANSKI RULE OF LAW PROGRAM FOR CHINESE STUDENTS. THE USAI HOSTED SIX IMPRESSIVE YOUNG LEGAL STUDENTS AND PROFESSIONALS FROM THE TOP LAW PROGRAMS IN CHINA WITH THE OBJECTIVE OF STRENGTHENING THEIR UNDERSTANDING AND IMPLEMENTATION OF RULE OF LAW IN CHINA THROUGH LEADERSHIP DEVELOPMENT AND EXPOSURE TO THE AMERICAN SYSTEM. FOR FOUR WEEKS, FROM JUNE 25 TO JULY 20, THEY EXPERIENCED THE HIGH-OCTANE LEGAL ENVIRONMENT OF THE NATION'S CAPITAL, ATTENDING CONGRESSIONAL AND JUDICIAL PROCEEDINGS AND MEETING WITH FEDERAL LAWMAKERS, JUDGES, AND AGENCY OFFICIALS AS WELL AS WITH PRIVATE SECTOR SCHOLARS, LAWYERS, LOBBYISTS AND REPRESENTATIVES OF NON-GOVERNMENTAL ORGANIZATIONS (NGO). SOME OF THE HIGHLIGHTS INCLUDED MEETING WITH U.S. SOLICITOR GENERAL NOEL FRANCISCO AND HOUSING AND URBAN DEVELOPMENT SECRETARY BEN CARSON AS WELL AS MEMBERS OF CONGRESS, INCLUDING U.S. SENATORS JEFF FLAKE AND JOHN BOOZMAN, AND U.S. REPRESENTATIVE DON BEYER. THE STUDENTS ALSO MET WITH OFFICIALS FROM THE ATTORNEY GENERAL'S OFFICE, THE STATE DEPARTMENT, THE INTERNATIONAL MONETARY FUND, THE FUND FOR GLOBAL HUMAN RIGHTS, AND THE KISSINGER INSTITUTE AT THE WILSON CENTER. AFTER MEETING WITH MORE THAN 120 PEOPLE DURING THEIR TIME IN WASHINGTON, THE CHINESE LAW STUDENTS HAD SOME KEEN OBSERVATIONS. THEY SAID MEETINGS WITH THE NGO'S LEFT THEM DEEPLY IMPRESSED BY THE RANGE OF CAREERS AVAILABLE WITH A LEGAL BACKGROUND AND, AFTER ONE MEETING, SEVERAL STUDENTS EXPRESSED AN INTEREST IN TAKING A GAP YEAR TO WORK AT AN NGO. SOME STUDENTS ALSO REPORTED THAT THEIR EXPERIENCE HAD CHANGED THEIR PERSPECTIVE ON LAW AND PUBLIC SERVICE, CREATING A NEW UNDERSTANDING ABOUT HOW A CAREER IN LAW CAN CONTRIBUTE TO THE GREATER GOOD. EARLIER IN THE SUMMER, FROM MAY 20 - JUNE 2, FOUR U.S. LAW STUDENTS STUDYING AT THE UNIVERSITY OF VIRGINIA, CORNELL AND GEORGE WASHINGTON UNIVERSITY PARTICIPATED IN THE THIRD ANNUAL USAI-SZYMANSKI RULE OF LAW PROGRAM FOR U.S. STUDENTS. LAUNCHED IN 2016 TO COMPLEMENT THE PROGRAM FOR CHINESE LAW STUDENTS IN THE UNITED STATES, THIS IS A RECIPROCAL PROGRAM FOR U.S. LAW STUDENTS TO TRAVEL TO AND LEARN IN CHINA.THE U.S. LAW STUDENTS, WHO ARE FLUENT IN MANDARIN, MET WITH CHINESE LAWYERS, LAW PROFESSORS, LAW STUDENTS, AND GOVERNMENT OFFICIALS, OBSERVED GOVERNMENT AND LEGAL PROCEEDINGS, AND TRAVELED TO SHENZHEN, SHANGHAI, HONG KONG AND BEIJING. A HIGHLIGHT WAS MEETING WITH ONE OF THE JUSTICES OF THE SUPREME PEOPLE'S COURT OF CHINA.IN DECEMBER 2018, THE U.S.-CHINA RULE OF LAW PROGRAM RECEIVED A $10,000 AWARD FROM THE US-CHINA BUSINESS COUNCIL IN HONOR OF AMBASSADOR CARLA HILLS - THE BUSINESS COUNCIL'S 2018 GALA HONOREE.
