Parca works to inform and improve the decision making of state and local leaders in Alabama through objective research and analysis.

Education and workforce development: Parca conducts policy research in public education, high-level data analysis of statewide school performance data, and detailed performance analyses of local school systems. In 2017, Parca hosted an education summit in Montgomery with leaders of the Department of Early Childhood Education, Department of Education, and Commission on Higher Education. Parca partnered with the A+ Education Partnership and the Business Education Alliance to produce Student Achievement Matters, a study of student achievement tests used by other states and a proposed process the state should use to choose a new assessment. Parca continued its longitudinal analysis of Alabama's First Class Pre-K Program and conducted financial projections for a proposed Gulf Shores School System. Parca performed program evaluations of 21st Century Learning Centers in Hale and Limestone Counties and Tarrant City Schools, FASFA-completion in Mobile County, mentoring programs in Dothan City Schools, and summer learning programs in North-Central Alabama.
