ADVOCACYSINCE 2010, THE ELIMINATION OF THE BACKLOG OF HUNDREDS OF THOUSANDS OF UNTESTED RAPE KITS IN THE UNITED STATES HAS BEEN A TOP PRIORITY FOR JOYFUL HEART. WE WORK IN PARTNERSHIP AT THE FEDERAL, STATE AND LOCAL LEVELS WITH LEGISLATORS, ADVOCATES, LAW ENFORCEMENTS, AND SURVIVORS TO BRING ATTENTION, FUNDING, AND REFORMS TO IMPROVE THE CRIMINAL JUSTICE RESPONSE TO SEXUAL ASSAULT. THROUGH STRATEGIC ADVOCACY AND EDUCATIONAL CAMPAIGNS WE ARE WORKING TO ENACT COMPREHENSIVE RAPE KIT REFORM LEGISLATION, ESTABLISH SURVIVOR-CENTERED POLICIES AND EXPAND THE NATIONAL DIALOGUE ABOUT RAPE KIT TESTING. THROUGH OUR WORK IN 2018, WE UNCOVERED OVER 35,000 UNTESTED RAPE KITS ACROSS THE UNITED STATES; CONTINUED TO HOLD LAW ENFORCEMENT ACCOUNTABLE FOR THE KITS IN THEIR POSSESSION; ADVOCATED FOR STATE LEGISLATION TO CHANGE THE WAY RAPE KITS ARE HANDLED AND MANDATE TESTING; AND ADVISED LOCAL JURISDICTIONS AND STATES ON THE IMPLEMENTATION OF RAPE KIT REFORMS. WE WORKED CLOSELY WITH PARTNERS IN 11 STATES; SUBMITTED 26 FORMAL LETTERS OF SUPPORT IN 21 STATES; SUBMITTED TESTIMONY IN SIX STATES; AND HELPED LAWMAKERS AMEND DRAFTS OF LEGISLATION. AS A RESULT, 18 RAPE KIT REFORM LAWS WERE ENACTED IN 16 STATES IN. ADDITIONALLY, JOYFUL HEART'S TWO HOME STATES, HAWAI'I AND NEW YORK BOTH ENACTED COMPREHENSIVE RAPE KIT REFORM AND JOINED TEXAS IN ACHIEVING JOYFUL HEART'S SIX PILLARS OF LEGISLATIVE REFORM TO COUNT, TEST, AND TRACK RAPE KITS. JOYFUL HEART ALSO ENGAGED THE GENERAL PUBLIC IN ENDING THE BACKLOG THROUGH MEDIA COVERAGE, OUR WEBSITE, AND SOCIAL MEDIA PLATFORMS. IN 2018, OUR LEGISLATIVE WORK ALONE YIELDED MORE THAN 300 MEDIA ARTICLES, WHICH HAS INCLUDED BROADCAST, PRINT AND ONLINE MEDIA OUTLETS. THIS REPRESENTED MORE THAN 100 MILLION MEDIA IMPRESSIONS WITH ARTICLES CHAMPIONING OUR END THE BACKLOG EFFORTS FROM HAWAII AND CALIFORNIA TO MASSACHUSETTS AND NEW YORK. NATIONAL MEDIA OPPORTUNITIES HAVE INCLUDED CNN, THE WASHINGTON POST, ASSOCIATED PRESS, LOS ANGELES TIMES, AND THE BOSTON GLOBE.ANOTHER UNIQUE TOOL AT OUR DISPOSAL THIS YEAR WAS THE DOCUMENTARY FILM, I AM EVIDENCE, PRODUCED BY OUR FOUNDER & PRESIDENT, MARISKA HARGITAY, WHICH AIRED ON HBO IN APRIL 2018. JOYFUL HEART HAS ACTED AS THE LEAD SOCIAL ACTION CAMPAIGN PARTNERGATHERING A DIVERSE GROUP OF ORGANIZATIONS TO USE THE FILM AS A TOOL FOR SOCIAL CHANGE. FOR THE HBO PREMIERE, JOYFUL HEART ORGANIZED OUR FIRST-EVER #ENDTHEBACKLOG DAY OF ACTION. IT INCLUDED A SERIES OF EVENTS TO RAISE AWARENESS ABOUT THE RAPE KIT BACKLOG AND DRIVE PEOPLE TO ADVOCATE FOR REFORM IN THEIR STATE. THROUGH OUR SOCIAL MEDIA CAMPAIGN WE REACHED 2.8 MILLION PEOPLE IN 67 COUNTRIES ACROSS THE GLOBE. NEARLY A DOZEN PARTNER ORGANIZATIONS TOOK PART IN OUR #BACKLOGCHAT ON TWITTER WHERE WE PROVIDED EDUCATION ABOUT THIS PROBLEM AND OUR PLAN TO FIX IT. DURING THE DAY, OUR HASHTAG, #ENDTHEBACKLOG, TRENDED ON TWITTER AND GARNERED NEARLY 60 MILLION IMPRESSIONS ON SOCIAL MEDIA. FOR THE FILM'S PREMIERE ON HBO, 613 WATCH PARTIES WERE HELD IN ALL 50 STATES. WE WERE PLEASE TO HAVE REACHED OUR GOAL IN SPREADING AWARENESS ABOUT THE RAPE KIT BACKLOG AT A GRASSROOTS LEVEL AND TO HAVE ENCOURAGE OUR COMMUNITY TO ENGAGE IN MEANINGFUL, ACTION-ORIENTED DISCUSSIONS ABOUT THE WAYS PEOPLE CAN TAKE ACTION AGAINST INJUSTICE IN THEIR COMMUNITIES.
