ICDC was formed for the purpose of promoting the expansion of adequate, affordable neighborhood housing and employment opportunities for low and moderate income residents of the South Dallas/Fair Park area.

ECONOMIC DEVELOPMENT activities include the renovation and operation of the 26,000 sf Grand Plaza retail shopping center, which changed the tenant mix from alcohol related businesses to wholesome community oriented businesses and promotes neighborhood stability and jobs for area residents. Grand Plaza was substantially leased at 12/31/18. The Spring Plaza Office Complex, a 21,000 sf community-based retail and business facility, houses the Business Resource Center BRC, Business Incubator facilities, which were 70 leased up at year end, the Homeownership Center, a laundromat, classroom facilities for teaching and training, and the headquarters of ICDC. The Spring Avenue Revitalization Project is currently underway, along with development of the Mill City neighborhood retail center. The Prism Health N. TX South Dallas Clinic operates from our separate stand-alone facility providing accessible community health care. The South Dallas Work Training Center operates in partnership with Dallas County Community College.
