BY PROMOTING AND MARKETING RENEWABLE ENERGY CERTIFICATES ("RECS") AND CARBON OFFSETS ("OFFSETS") THE PROGRAM SUPPORTS THE DEVELOPMENT OF BOTH LARGE AND SMALL-SCALE RENEWABLE ENERGY PROJECTS USING WIND, SOLAR, GEOTHERMAL, AND BIOGAS RESOURCES.
