Mission

As one of the oldest civil rights institutions on the West Coast, the Lawyers’ Committee for Civil Rights of the San Francisco Bay Area (LCCRSF) works to dismantle the many manifestations of institutionalized racism and oppression of Black communities and other people of color. Formed in 1968 to bridge the legal community and the Civil Rights Movement, LCCRSF is known for advancing the rights of people of color, immigrants, refugees and low-income individuals. Our grounding in community and direct legal services help us identify the most pressing civil rights issues and informs the broader impact litigation and policy advocacy we undertake. We build the movement by investing in legal fellows and training a network of over 1,000 active pro bono attorneys who fight alongside us.

Racial Justice - In 2019, LCCR established a bail clinic as part of its ongoing priority of alleviating the adverse consequence of poverty in our justice system. LCCRs Policy Report Inspires Towing Reform Bill. LCCR has assisted hundreds of clients facing towing fees they have no way of paying. This experience led us to release Towed into Debt: How Towing Practices in California Punish Poor People. This report documented how more than 25 percent of all cars towed in California each year are towed for poverty-related reasons. The resulting reform bill, AB 516 (Chiu), passed the State Assembly and is under review in Senate Committees.Bail Clinic Results in the Discharge of $200,000 in Illegal, Bail-Related Debt for Low-Income Clients. Our work targets illegal contracts and predatory practices by bail agents and mitigates the effects of contact with the criminal justice system.Advocacy Leads to Free Phone Calls and Ending Commissary Markups in County Jails. After extensive LCCR advocacy, San Francisco became the first county in the nation to make all phone calls from county jails free and end all markups on commissary items. This eases the financial burden of incarceration. LCCR is now co-sponsoring SB 555, which reduces jail phone fees statewide and is advocating for federal legislation that will do the same across the country. Racial Justice-Education. LCCR Sues Bakersfield City School District (BCSD) Over Summer School Cancellation. LCCR and partners filed a lawsuit against BCSD in April for abruptly cancelling its summer school programs. This puts English language learners at risk of falling behind academically and violated the law by failing to seek input from the parent advisory committee before taking action. The litigation is ongoing.
