Hiv Education And Prevention Project Of Alameda CountyOakland, CA
HEPPACs programmatic year had triumphs and challenges:-HEPPAC has increased our partnerships with local programs providing services to the increasing unhoused communities in the city of Oakland and Contra Costa County. Our mobile harm reduction services (outreach) is recognized as an effective strategy to increase communication with difficult to reach un housed residents. Programs that provide medical services, housing document ready services and basic needs services accompanied HEPPACs mobile outreach team to reach homeless Oakland residents in need of immediate care.-Syringe access services received additional awareness this year due to the unresolved opioid epidemic. Participant volume continues to increase annually and trends reveal younger participants and an increase in the number of Black participants using meth in Oakland. We added sterile smoking pipes to our list of distributed harm reduction supplies to decrease pipe sharing which increases HCV transmission. -HEPPAC assisted three participants to services that provided them permanent housing. The challenge was that these Oakland natives had to relocate to Berkeley; further evidence of the decreasing, even non-existent volume of affordable housing in Oakland. -A challenge during this fiscal reporting year was the increase in community complaints of littered syringes in public spaces. HEPPACs Executive Director dedicated time to inform local politicians, public health officials and the general public on trends that occur in cities experiencing a homeless crisis. To date, HEPPAC is slated to receive resources to implement a public syringe disposal kiosk system in various Oakland communities with the goal of reducing the number of littered syringes. -A significant challenge faced by HEPPAC is informing key stakeholders of what the homeless epidemic looks like in Oakland. The media consistently shows an active drug user, with presenting mental heath challenges, living outdoors. While this is now a common site in our community, the average homeless person is an Oakland native, African American male with the average age range of 35- 45 and lives in their vehicle. They are also employed. Oakland also has an increasing number of homeless families living in their car, while maintaining employment and school. The medias skewed description of the average homeless person has lead the public to believe there isnt realistic solutions to resolving the epidemic. This isnt true.
