THE LANCASTER COUNTY WORKFORCE DEVELOPMENT BOARD SEEKS TO ALIGN FISCAL RESOURCES AND PROVIDE STRATEGIC DIRECTION FOR LANCASTER COUNTY JOBSEEKERS AND EMPLOYERS.

IN THE PROGRAM YEAR 2018-2019, THE LANCASTER COUNTY WORKFORCE DEVELOPMENT BOARD, THROUGH PROVIDERS OF SERVICES AND WITH THE PA CAREERLINK, SERVED 248 ADULTS, 219 DISLOCATED WORKERS, INCLUDING REENTRANTS, 55 OUT OF SCHOOL YOUTH, AND 40 IN-SCHOOL YOUTH. IN ADDITION, THERE WERE 2 INTERNSHIP/WORK EXPERIENCE PROGRAMS FOR YOUTH, WHICH ENROLLED 21 SUMMER LOCAL INTERNSHIPS (SLIP) AND 55 TEMPORARY FOR NEEDY FAMILY (TANF) YOUTH. THROUGH A UNITED WAY GRANT, WE SERVED 89 PARTICIPANTS. 39 GAINED/RETAINED EMPLOYMENT. 63 PARTICIPANTS HAD ONE OR MORE BARRIERS INCLUDING REENTRY, ESL, PUBLIC ASSISTANCE OR HOMELESS. AVERAGE WAGE INCREASE WAS $27,040 (MANY WERE UNEMPLOYED AT TIME OF ENROLLMENT). THE BOARD ALSO SUPPORTED 5 PA SMART GRANTEES IN A SUMMER COHORT WITH AN INDUSTRIAL TRAINING FACILITY.THE ADULT PROGRAMS ARE OFTEN CO-ENROLLED WITH THE EMPLOYMENT ADVANCEMENT AND RETENTION NETWORK (EARN) PROGRAM OF THE DEPARTMENT OF HEALTH AND HUMAN SERVICES AND THE DEPARTMENT OF CORRECTIONS. ALL PROGRAMS ARE SUPPORTED THROUGH FEDERAL FUNDING RESULTING IN STAFF ASSISTED PLACEMENTS INTO EMPLOYMENT. THE PA CAREERLINK ALSO SERVES EMPLOYERS THROUGH BUSINESS SERVICES AND INDUSTRY SPECIFIC JOB FAIRS. THE WORKFORCE DEVELOPMENT BOARD UTILIZES ADDITIONAL GRANTS TO SUPPORT CAREER EDUCATION TO PUBLIC SCHOOL DISTRICTS.
