Compliance monitoring: AHC provides due diligence reports to local allocators of Sec. 42 housing tax credits, to the cities of Minneapolis-Saint Paul, and Hennepin County, Dakota County and St. Louis County consortia as home program participating jurisdictions (PJ), to the city of Saint Paul for the neighborhood stabilization program (NSP) and, to the federal deposit insurance corporation (FDIC) for the affordable housing program (AHP). Reports are based on review of owner's annual compliance reports, randomly-selected tenant files and physical inspection of the property, common areas and selected unit interiors. AHC compliance workload included 434 projects totaling 28,553 units during calendar year 2019. Workload is centered in the twin cities metro area but also includes projects in greater Minnesota. Compliance monitoring reviews focused on owner/managing agent application of federal income and rent limits and federal standards for household eligibility.
