The organization arranges for and provides training and initial certification for those aspiring to become certified referees by sponsoring the entry-level United Sates Soccer Federation referee course. The referees officiate in various youth leagues and tournaments.Approximatey80 of the new referees are teenagers.

Annual written recertification and physical exams are administered by the organization, the purpose of which is to ensure that the referee is up-to-date and has met the state and national requirements to maintain his/her status.
