Create robust offshore wind energy industry in northeast Ohio.

About

A major step in pursuit of LEEDCo's mission to build the offshore wind industry in Northeast Ohio is to develop an initial demonstration project in Lake Erie. This project, known as Icebreaker Wind, will consist of six, approximately 3.5 MW wind turbines located 8 miles offshore of downtown Cleveland. It will serve as an environmental data collection center and provide a model for responsible offshore wind development in Lake Erie. The experience and data collected through this project will help identify best practices, refine the engineering innovations, validate the environmental conditions, guide siting for future projects, and ultimately lower the cost of energy. In 2018 LEEDCo achieved significant progress and obtained key permits and authorizations from several state and federal agencies. US Army Corps of Engineers, US Coast Guard, and US Department of Energy issued a Finding of No Significant Impact and released the Final Environmental Assessment required under the National Environmental Policy Act. The US Army Corps of Engineers completed significant work related to the Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Waters Act permit (the permit was issued in early 2019). The Ohio Environmental Protection Agency issued a Water Quality Certification pursuant to Section 401 of the Federal Water Pollution Control Act. In May of 2018 LEEDCo achieved another critical milestone in the Ohio Power Siting Board process; LEEDCo reached an agreement with the staff of the OPSB regarding the conditions governing the construction and operation of Icebreaker Wind project. The progress in securing the state and federal permits made in 2018, building upon prior accomplishments, has advanced Icebreaker Wind closer toward realization, demonstrating substantial progress in pursuit of LEEDCo's mission.
